If the public wants to mandate that “the gender on the ID card is the gender of the restroom”, it is simply not possible to achieve the result of “no muscular men in women’s restrooms”.
In fact, whether one supports toileting according to the gender on one’s ID card or according to one’s gender identity, both will result in cisgender women encountering “muscular men,” either FTMs who are very male-like, MTFs who are not female-like enough, or other groups of people with very masculine gender expressions.
